Yeah, basically. You can only perform one reaction per turn, and you can only perform a reaction during an opponent's turn.
So there are several restrictions on reactions that aren't there on actions, and it takes a little while to get used to them.
For example, if I move, and then my opponent opportunity attacks me, I might be tempted to counterattack against the opportunity attack (because I am ready and I am used to counterattacking when I am being attacked and I am ready). But I can't, because it is my turn, and I cannot react on my turn.
And, as you say, if my opponent attacks me twice, I can only counterattack against the first attack. Not just for one reason, but two - one is that I can only react once per turn (the active player has no such restriction), and two is that I cannot react once I am fatigued (the active player has no such restriction).
