I see now.

Attack
Cost: Gain 1 fatigue.
Effect: Target an enemy model within the engagement range of the attacking model. Resolve the attack as described in the Combat section.

I was reading Effect as a requirement. But it's not. To make an attack, you pay a fatigue THEN check if something is in range.

Yup. The declaration is what grants the movement. This also means that models with Intevene can declare an assist and just move 3", regardless of making it into range to resolve the rest of the assist (they only get the second 3" if they make it into range and the rest is resolved though).
