I was just looking to confirm that Anum's ability can be used on a fatigued or exhausted beast as I believe that is the case as the cost for the attack is paid by Anum gaining the fatigue.

Hmm. Good question. It just says "Target [model]. Take a single action with the targeted model." It doesn't mention any restrictions on the fatigued state of the model being targeted.

But the rulebook does mention on page 4 that "an exhausted model may not take an action". So based on the recent exhausted vs. Berserk/move decision, I would think that this restriction also would apply here. So Frenzy would work on a fatigued beast, but not on an exhausted beast, using that logic.

whoops never mind, looks like you are correct. It seems if you are exhausted you cannot perform an action, but with fatigued it should work out just fine if we go by RAW.

Yes. And it definitely shouldn't cost the beast any fatigue to make the attack.

It would be good to get confirmation that the "no actions while exhausted" actually is a hard restriction that would only be overriden by a special ability if it specifically mentions that the action can be taken while exhausted. But that's how I see is the intention just now.
