I was wondering if Leo can declare an opportunity attack reaction while fatigued, I believe the answer is no and the benefit of opportunist is that he can spend favor instead of fatigue to perform the attack of opportunity. |

I would agree. The rule just allows him to pay for his reaction in an alternative way, but not to override any of the normal mechanics for when he can react, as I read it. |

Would agree also. RRG is quite precise with the wording and therefore, I would distinguish as Wishing already said. |

Correct, if he's already fatigued, Opportunist does not allow Leo to react. |
