Initially Urien felt a little too different visually from the rest of Legio XIII, and I wasn't sure about him. However, reading over his backstory again, and learning about his name, I've grown rather fond of him. I like that he's been sent to the arena to cool his hot blood and temper him for command, but I feel that's lacking in his abilities. As great as the new Momentum looks (especially for Legio XIII), I think he could do with a more passive ability. Initially I thought to give a boost to the set up of co-ordianted strike or to stone guard, but I think this is my favourite idea:

What I like is that it represents his role as a would-be commander, but by using Fatigue rather than some form of Favour generation, it reflects how exhausting playing the strategist is for him. It also means you have to decide whether you want to make use of his combat or leadership potential. You could get Stone Guard for 1 Favour, but he'll be Exhausted, meanwhile if you have two Exhausted models you can leave him fatigued to use Recover on one of them. Also, since it applies to all tactics, it doesn't diminish his use in non-Legio XIII cohorts.

Now this may be overpowered, but it has as much to do with how Tactics end up turning out as it does finding alternative ways to pay for them.
