Regular attacks have normal reduction from armor; Spikes specifically state they ignore armor (and I believe are the only thing that's stated to ignore armor, unless I missed something);

Frigge's Retaliate doesn't specify it's an attack or that it ignores armor- does armor decrease its damage?

I believe it's supposed to bypass armour. Not explicitly stated in the rules but I think it came up in a previous thread (i.e. someone else asked :)).

Another quick question on Retaliate - does making a counter attack reaction count as "attacking" for the purposes of triggering Retaliate?

I would say no and here's my reasons why: If the counterrattack rolls more hits then it turns into an attack. If it rolls less then it would still be a defence roll and not trigger retaliate. And since rolling more hits would involve scoring at least 1, it would not trigger retaliate either. So basically it would never trigger. On a draw it's still a defence roll.

If she attacks, someone counterattacks, and fails to defend themselves there's no reason why she should automatically be granted extra damage for that.

In short, no, Retaliate doesn't trigger on a Counterattack reaction.
Playtest v2 p.6 wrote:
If you roll more net successes than the Attacker, resolve as if you made a successful attack. Declaring a
Counterattack reaction is not considered declaring an attack against the opposing model.

Basically, Reacton: Counterattack only resolves as though you had attacked them if you get more net successes. It isn't treated as an attack until that condition is met.
