I think those solutions would change the game. Some players have already asked questions about those things (and berserk), here and here. There wasn't any problems with the answers they had.

Why create some new rules and lose some opportunities ? I'd prefer the current rules that can be summerized like this :
- only a ready model can be activated.
- a model can make its actions in any order.
- as an action, a model can always make a unique free (and first) move, regardless of the number of fatigue it has.

It's more flexible and allows more options.
For exemple we have two ready gladiators A and B in base contact : A can make a power attack (or 2 attacks) then move, thus putting a little safe from retaliation.
With RidiQles's solution, A can't move after his power attack, which exposes him to a terrible counter attack. It seems to me that this promotes the expectation instead of the attack.

Moreover, "berserk" would be less interesting since a berserk exhausted model couldn't move before or after another action...

I'm not trying to change the rules, just clarify them.
The rules as they are currently written do not allow for an Exhausted model to take an action. So if you were to do a power attack first you would technically not be allowed to make your free move after.
If the intent is to let it happen, then the rules need to be worded a little differently.

It's all cool. I think the issue here is that from the rulebook, it's not entirely clear whether an activating model can make a free Move while exhausted. The developers aren't quite sure how they want it to work right now, so we will wait until they have discussed it. Once they've made a decision, it will make it clear how to play it in all the different scenarios, I am sure.

Tigers are on their own schedule, and not generally held up by most rules questions. ;)

I really just wanted to give this one a lot of consideration since it can have some pretty big impact, in particular in the cases raised by Ghost, both in terms of Power Attacking and Berserk.

The final ruling is the stricter interpretation of exhaustion; that is, the free move is essentially lost if you go all the way to exhausted before using it (or start exhausted in the case of Berserk).

Berserk will get an update allowing it's paid actions to bypass the second sentence, but will not get the free move.
